This is basically telling us that we are to obey those that have rule over us. Yes, we are supposed to pay our taxes, and not try to rob or swindle the government.
If we look to God who is the provider of all of our necessities anyway, you have assurance that you will always be taken care of because he knows what you are in need of.
So, with that said you should also be paying your tithes as well to your local church body.

No it was a very deft and clever answer about religion staying out of politics...which ironically Jesus was dragged into anyway---and I would guess much to his surprise as he entered Jerusalem. Prior to entering Jerusalem, we read no mention or hint that Jesus suspected he would be killed.

Render to God what is God鈥檚 and render to Caeser what is Caesar鈥檚. Government can never take the place of God. Just as we don鈥檛 ignore God in our everyday lives, we should not ignore our responsiblity to our fellow man and our roles as citizens. Loving God and neighbor is what we are called to do.
Our role as citizens in a pluralistic society is distinct but not separated from our roles as members of Christ body. All man made laws if they are to be just are subservient to the natural moral law inscribed in our hearts and made known by human reason.

it can also me a symbol for keeping religion out of the affairs of unbelievers. I dont mean like, dont spread the Faith, thats allowed. i mean, things like gay marriage. While the Church is against this, we have no problem with civil gay marriages
