Michael P is right there and they do have equipment that has extra shielding and stronger capacitors that help to ensure that it will still operate. Phone communications for red and white switch phones is run through conduit for this reason as well as for security reasons. No! Military networks and hardware have (supposedly) been hardened against this form of attack.
It's the civillian information economy which will be totally devastated. I'd love to think the military will have duplicated the capacity of the civillian information networks and will rapidly patch it into a walled-off section of their networks, but I have heard of no such plans. Hopefully nobody would have heard about it if it exists, but from what we know right now we'd be sent back to the early 20th century and it would devastate our ability to field a military or project power.
The only thing we could do at that point would be to mount a similar attack on all the rest of the world's economies and try to make it look like whoever did it to us did that too. The trouble with such an attack is that it could be done from a mobile launch facility--it really doesn't take all that much of a weapon--and this makes it less likely to trace the attack back to it's source.
So if it happens, and you *think* it was the Iranians, if you don't have positive proof, do you retaliate? I'd say the ethics would be better for a preemptive attack with plenty of advanced warning if they continue down the path towards being able to mount one of those attacks on us, because after it happens it could be them, it could be hardliners from the former U.S.S.R. getting revenge as a dish ';best served cold';, it could be a pan-arab effort, it could be the E.U., or even al qaida or some lesser terrorist or even more shady organization.
It could come from our ';special friends'; in ';israel'; too. Golem U.S.A. has secured their national existence. They do have a nuclear deterrent. Stress on the ';deterrent'; idea--I'm not at all convinced they have any ability to mount any preemptive strikes on the rest of the middle east or would even want to--after all the activities of archaeologist Vendel (vandal?) Jones and the statements of David ben Gurion indicate they have their eyes on owning the rest of the middle-east, not melting it into a sea of igneous rock.
But since ';israel'; is now secured as an independent nation, we are no longer needed. Considering all the favors we've done them, if we should fall on hard times and their star should rise high, we might come around asking for some pay-backs from them. That wouldn't do, now would it? Or, after they're done with us if we're left in a condition of being dangerous, considering that they've basically recreated use over in a manner useful to them we are so easily manipulated what if someone else picked up the control paddle? They might find our great might arrayed against them someday--they're not going to risk that.
I think they're trying to goad Iran into doing it to us. If they don't, they'll do it themselves and sign ';Iran'; on it.
If and when this happens, watch the rats deserting our sinking ship-of-state--with bags of diamonds in their grubby little fingers and the legal deeds to all our property, the rents of which to be enjoyed from the warmth and sunshine of some jewrab's stolen olive grove, no doubt...
The danger of the EMP attack is it's anonymity and that it will destroy our ability to buy and sell--we won't have the mark on our forehead anymore

Only electronics that have not been properly protected from EMP effects would be damaged. All other equipment would still work.
No, only things with electonics in it. Guns will still work, but anything with a computer will not work anymore.
not even close my abrams would still function we would use redundant systems. we can manually fire the main gun, load the main gun, traverse and elevate the turret.
Most sensitive electronics have emp protection somehow in the event of this happening.
Not all, a lot of stuff these days is shielded.
