I have a Dell Inspiron 6400 with 1 GB RAM and 256 MB ATI Catalyst and I have even set all the 3D options to the lowest quality in order to have better performance, but still when I load the game it's very slow and I can't play.

Well your system specs are actually lower than the recommended hardware to play Assassin's Creed.

-512 MB DirectX 10.0鈥揷ompliant video card or DirectX 9.0鈥揷ompliant card with Shader Model 3.0 or higher
-DirectX 9.0 or 10.0 compliant sound card
Your system hardware is quite lower than that of the recommend hardware therefore you will get bad rendering.
Also you have a video card that uses your systems memory so really you have about 760 MB of ram devoted to your system and 256 MB of that RAM going to your video card also leading to bad performance in the game.
You can't do anything because laptops are not very upgradeable so if you want to play this on PC your going to have to get a better computer.
Check the recommended settings on games before you buy them and make sure your computer can run them. The higher your settings are than that of the recommended the better performance you will get.
